The former is just a compilation of some good moments of the characters, so it is optional to watch it. The latter, on the other hand, is a more important OVA and we urge you to watch it.

This young gentleman has some crazy psychic skills, but he does not prefer to use those skills frequently. He is kind of introverted and tries to suppress his emotions. However, his psychic skills are released when he is full of emotions.
